Seminar: early childhood policy making

Dr. Eva Lloyd, Reader in the Cass School of Education and Communities and Co-Director of the International Centre for the Study of the Mixed Economy of Childcare (ICMEC) will illustrate how the Norwegian government has successfully addressed equity issues within their childcare market.

Background:

The Coalition government’s initial policy agenda’s emphasis has shifted from early education to childcare, coupled with steady pressure for deregulation as the supposed enabler of childcare market expansion. Predictably perhaps, this market’s dynamics continue to thwart attempts at creating a stable, sustainable and equitable early childhood service system.

In order to explore possible ways forward for the UK, Dr. Lloyd will illustrate how the Norwegian government has quite successfully addressed equity issues within their childcare market by means of stringent regulation and more generous funding of providers.
